Electronic signature for the French solar PV industry
From Enedis grid connection requests to EDF OA contracts, from Consuel certificates to collective self-consumption — Certyneo digitizes all administrative acts of the French solar photovoltaic industry. Compliant with Energy Code L.314-1, Decree 2017-676 (collective self-consumption), 2026 H2 Tariff Order, and eIDAS regulation for advanced signature. Multi-signers RGE QualiPV installer + owner + Enedis/EDF OA, 10-year archiving aligned with 20-year OA contract duration.
The administrative challenges of the French solar PV industry
A French photovoltaic project mobilizes up to 6 stakeholders (owner, RGE QualiPV installer, Enedis, EDF OA, Consuel, town hall) and 8 distinct administrative acts. Each signature delay costs 7-15 days on commissioning — and therefore on the start of the 20-year OA contract.

Frequently asked questions — French solar PV
- Which French solar PV acts can be signed electronically?
- All of them: Enedis connection mandate, EDF OA purchase contract, Consuel certificate, RGE QualiPV certificate, installation quote, collective self-consumption convention, self-consumption aid mandate, compliance certificate, maintenance contract, transfer deed. All accepted with eIDAS AES advanced signature since 2019.
- What eIDAS level for the French solar PV industry?
- AES (advanced) recommended for all acts: SMS OTP, qualified timestamping, SHA-256 hash. Presumption of reliability under article 1367 of the French Civil Code. QES (qualified) not required for private deeds related to PV (except for notarized sales).
- How long does the EDF OA purchase contract last?
- 20 years since the 2017 Tariff Order (roof ≤ 100 kWc). Starts at the commissioning date certified by Consuel. Tariff guaranteed and indexed on IPP. At maturity, possible extension at market rate.
- What is the difference between total sale and self-consumption?
- Total sale = 100% of production sold to EDF OA, injection-only connection. Surplus sale = self-consumption + surplus resale, withdrawal + injection connection. Collective self-consumption (Decree 2017-676) = production shared among consumers within a 2 km radius (20 km in rural areas) via PMO.
- Are French solar PV aids cumulative?
- Self-consumption premium (surplus sale only) + CEE + eco-PTZ + 10% VAT (residential ≤ 3 kWc) are cumulative. No MaPrimeRénov' for residential PV since 2024. All require an RGE QualiPV installer — certificate signed BEFORE the quote (December 1, 2015 Order).
