- Can MaPrimeRénov' and ANAH mandates really be signed electronically?
- Yes, provided the form is followed. No Anah text authorises or forbids the electronic signature of the mandate: the decree and order of 29 March 2021, often wrongly cited as a "circular", govern the licensing of agents, not the form of the mandate. Cerfa 16089*02 does, however, ask for a handwritten statement before each signature; Article 1174 of the Civil Code allows it to be affixed electronically if only the signatory can do so. An advanced signature with an SMS code is the right level.
- How many signers does Certyneo handle in parallel?

- Yes — an advanced signature is admissible as evidence (Article 1367 of the Civil Code), its reliability being shown by the evidence file: identity checked by SMS code, RFC 3161 timestamp, SHA-256 fingerprint, IP address. In an Anah audit, that file is what you produce in support of the mandate. Neither the Anah, the national CEE unit nor the DGCCRF publishes a doctrine of its own on electronic signatures: ordinary law applies.
