What is a photovoltaic Consuel certificate?
The Consuel certificate is the visa issued by the National Committee for the Safety of Electricity Users (Consuel), an organization designated by Decree No. 72-1120 of December 14, 1972, which certifies that an electrical installation complies with applicable standards. For photovoltaic, three visas exist: Blue Visa (standard residential), Green Visa (full sale OA), AC Visa (self-consumption with or without surplus). The NF C 15-712-1 Standard governs PV installations up to 250 kVA. The certificate is mandatory for Enedis service activation and EDF OA contract start. The qualified RGE QualiPV installer professional completes the certificate, which is then reviewed by Consuel (site visit or file review). Once approved, the certificate is valid for the entire duration of the installation, unless substantially modified.
Why sign the photovoltaic Consuel certificate electronically?
Consuel has its own route
Consuel sells the form "on paper or electronically" and has it filled in inside monespaceconsuel: "the Certificate of Compliance must be bought and filled in strictly by the party who carried out the work, who by signing it takes responsibility". So you do not file there a certificate signed elsewhere. Since 1 January 2025 (Article D342-19 of the Energy Code), Consuel itself forwards the stamped certificate to the network operator.

1. Prepare the Consuel certificate
The Consuel form (Blue, Green or AC visa depending on the installation) is bought and filled in inside monespaceconsuel. In Certyneo, prepare the supporting documents: installation compliance certificate, single-line diagram, RGE QualiPV certificate, handover report.
2. Add signatories
RGE QualiPV installer and owner, for the supporting documents. The Consuel certificate itself is signed only by the party who carried out the work: the owner signs it only if they did the installation themselves. For an apartment building, add the managing agent.
3. Choose the eIDAS level
Advanced signature (AES) recommended: SMS OTP, RFC 3161 timestamping, SHA-256 hash. It is admissible as evidence (Article 1367 of the Civil Code) and its evidence file demonstrates its reliability, the presumption being reserved for qualified signatures. A simple signature is enough for supporting documents with no financial stake.
4. Sign the annexes, file on monespaceconsuel

Frequently asked questions
- Can the Consuel certificate be signed electronically?
- Not the certificate itself: Consuel has it filled in and signed inside monespaceconsuel, by the party who carried out the work alone, and since 1 January 2025 forwards the stamped certificate directly to the network operator. Decree no. 72-1120 imposes no particular form, but Consuel publishes no position on a certificate signed outside its portal. The supporting documents, on the other hand, sign perfectly well with an eIDAS advanced signature.
- Blue, Green, or AC Visa: what's the difference?
- Blue Visa = standard residential electrical installation. Green Visa = photovoltaic installation with total sale to EDF OA. AC Visa = photovoltaic installation with self-consumption (with or without surplus resold). The choice depends on the connection type and use of the electricity produced.
- How long does it take to obtain the Consuel visa?
- Consuel target timeframes: 5-10 business days for a file review (standard case < 36 kVA), 15-30 days for an on-site inspection (power > 36 kVA, atypical configuration). Electronic signature saves 5-10 days of postal mail.
- What standard governs photovoltaic installations?
- Standard NF C 15-712-1 ("Low-voltage electrical installations — Particular rules for photovoltaic installations") governs installations up to 250 kVA in low voltage. For HTA installations > 250 kVA, Standard NF C 13-200 applies. These standards are binding and their compliance is verified by Consuel.
- What is the cost of a Consuel certificate?
- Consuel 2026 rates (file review): approximately €175 ex-VAT for a residential Blue Visa ≤ 36 kVA, €285 ex-VAT for a Green or AC Visa ≤ 36 kVA, €380-650 ex-VAT for power 36-250 kVA. Rates increased for on-site inspection (mandatory case above 36 kVA).
- Is the Consuel certificate mandatory?
- Yes — mandatory for Enedis activation and EDF OA contract start. Without Consuel visa, Enedis refuses to activate the connection and EDF OA cannot activate the purchase agreement. It's the key step between end of construction and actual production.
- What if Consuel refuses the visa?
- Consuel details non-conformities in its report. The RGE QualiPV installer must correct (electrical panel upgrade, addition of protections, etc.) then request a new inspection. Timeline to correct: no legal limit, but in practice 30-60 days to avoid blocking the OA contract.
- Is the Consuel certification valid for life?
- The initial certification is valid for the entire duration of the installation, except for substantial modifications (addition of modules, inverter replacement, connection modification). In case of modification, a new Consuel certification is required. It is recommended to keep it for 10 years to address any inspection or claim.
