- Is e-signature mandatory for public procurement?
- For contracts > €25,000 excl. tax, advanced (AES) or qualified (QES) e-signature has been mandatory since 1 October 2018 (article R2132-7 of the French Public Procurement Code). Below that, handwritten signature remains possible. Certyneo covers both.
- Which signature level for a municipal council resolution?
- Simple e-signature (SES) suffices for the resolution itself, but qualified RFC 3161 timestamping is recommended for the legality-control-opposable proof of date.
- Is Certyneo integrated with @ctes for legality-control transmission?
- Yes. Once the resolution is signed in Certyneo, you generate the @ctes XML form expected and submit it via your usual transmission third party (Berger-Levrault, ADULLACT-S²LOW, etc.).
- Is 30-year archiving included?
- Yes. All our plans include long-term archiving compliant with NF Z42-020 SAE for DUC, then a switch to a third-party SAE (sovereign cloud or departmental archives) at the end of the DUA.
