What is a PV installation compliance certificate?

The photovoltaic installation compliance certificate is the supplementary document to the Consuel visa, signed by the RGE QualiPV installer to certify that the installation complies with applicable technical standards: Standard NF C 15-712-1 (low-voltage PV installations ≤ 250 kVA), DTU 65.13 (PV waterproofing in building integration), DTU 43.1 (roof waterproofing), UTE Guide C 15-712-3 (connection). This certificate is required by insurers to activate the ten-year warranty (art. 1792 Civil Code) and by MaPrimeRénov' / CEE / eco-PTZ to validate eligibility for assistance. It is signed by the RGE QualiPV installer and countersigned by the client upon receipt of the installation.

Frequently asked questions

Can the PV compliance attestation be signed electronically?
Yes, without restriction. Advanced eIDAS signature (AES) benefits from the reliability presumption of article 1367 of the French Civil Code. The timestamped electronic signature legally proves the reception date — start of the ten-year warranty.
What is the difference between Consuel attestation and compliance attestation?
Consuel certification certifies compliance with general electrical regulations (Decree 72-1120). Compliance attestation is a supplementary document certifying compliance with specific PV standards (NF C 15-712-1) and building standards (DTU 65.13, 43.1). Both are necessary: Consuel for Enedis/EDF OA, attestation for ten-year insurers.
What standards govern PV installations?
Standard NF C 15-712-1 (low voltage ≤ 250 kVA, general PV installations), Standard NF C 13-200 (MV > 250 kVA), DTU 65.13 (PV waterproofing in building integration), DTU 43.1 (roof waterproofing), Guide UTE C 15-712-3 (connection). All these standards are enforceable.
What is the duration of the PV ten-year warranty?
10 years from the date of work reception (article 1792 French Civil Code). What mandatory ten-year insurance for a PV installer?

Is compliance attestation mandatory?
De facto mandatory: (1) required by ten-year insurers to activate coverage in case of claim, (2) required by MaPrimeRénov', CEE and eco-PTZ for aid disbursement, (3) required by buyers in case of real estate resale (mandatory "RES installation" diagnostic since 2025).
What if the installation has a non-compliance issue?
The RGE QualiPV installer must correct BEFORE attestation signature. If non-compliance discovered after reception: warranty of proper completion (1 year) for apparent defects, two-year warranty (2 years) for equipment elements (inverter, modules), ten-year warranty (10 years) for defects compromising structural integrity or waterproofing.
Can the certificate be challenged?
Yes — in case of a later defect, the court expert can examine the certificate to assess compliance with the cited standards. A false certificate (false compliance, false date) exposes the installer to criminal prosecution for forgery and use of forgery (art. 441-1 Criminal Code). The eIDAS audit trail makes fraud particularly risky.
