What is a photovoltaic installation quote?

The photovoltaic installation quote is the commercial act by which a RGE QualiPV installer proposes to a customer the supply and installation of a photovoltaic solar installation. It must comply with the Consumer Code (articles L.121-21 et seq. for door-to-door solicitation, L.111-1 for pre-contractual information), include mandatory legal notices (T&Cs, unit price ex-tax and inc-tax, applicable VAT 10% or 20%, ten-year warranty, two-year product warranty, performance warranty), and be ACCOMPANIED by the RGE QualiPV certificate (Order of December 1, 2015 — "eco-conditionality"). The customer has a 14-day withdrawal period (Consumer Code L.221-18) except in case of express request for early performance.

Frequently asked questions

Can a photovoltaic quote be signed electronically?
Yes, without restriction. The French Consumer Code authorizes electronic signature for quotes (Article L.221-13). Advanced eIDAS signature (AES) benefits from the presumption of reliability under Article 1367 of the French Civil Code — essential to prove the EXACT signature date.
What is the withdrawal period after signature?
14 calendar days from the quote signature (French Consumer Code L.221-18), for quotes signed remotely or through doorstep selling. Unless the customer explicitly requests early execution (rare in PV as the customer then loses the right of withdrawal).
What VAT to apply to a PV quote?
10% VAT for PV installations with power ≤ 3 kWc in primary residence over 2 years old (reduced rate, Article 279-0 bis French Tax Code). 20% VAT for power > 3 kWc, new installations, tertiary buildings, and total sales. RGE QualiPV certification is mandatory for reduced VAT.
What mandatory information must appear on a solar PV quote?

Is a quote binding once signed?
Yes — a quote signed by both parties becomes a binding contract (art. 1101 Civil Code). Any later changes require an amendment signed in writing by both parties. eIDAS electronic signature carries the same binding effect as a paper quote (art. 1366 Civil Code).
What is the validity period of a solar PV quote?
Mandatory mention on the quote (often 30–90 days). Beyond that, the quote lapses and must be renewed (especially to account for changes in EDF OA feed-in tariff, module prices, and quarterly revision of the Tariff Decree).
Must a solar PV quote mention the EDF OA feed-in tariff?
Yes — for installations in full export or surplus modes, the quote must state the EDF OA feed-in tariff applicable on the planned connection date (Tariff Decree S2 2026 or later). The tariff is locked in on the date of complete grid connection request, not at quote signature.
What happens if there is a dispute over the quote?
First, mediation through the consumer mediator for the trade (FFB for construction). Failing that, legal action before the court of the contract execution venue. The eIDAS audit trail (date, signatories, hash) is enforceable in court and facilitates resolution.
