What is an EDF OA purchase agreement?
The photovoltaic electricity purchase agreement, commonly called the EDF OA contract (Purchase Obligation), is the commitment by which EDF Obligation d'Achat (EDF subsidiary, mandatory buyer designated by the State) undertakes to purchase for 20 years all or part of the electricity produced by a photovoltaic installation, at a guaranteed and indexed rate. Three main models: total sales (all production is sold), surplus sales (self-consumption + surplus resale), collective self-consumption (Decree No. 2017-676 of April 28, 2017, distribution among consumers within a 2 km radius — exemption up to 20 km in rural areas). The purchase rate is fixed by the Rate Order in effect on the date of complete connection application (H2 2026 for new contracts in the second half of 2026).

1. Prepare the OA contract
Gather the file that triggers the contract: the certificate of compliance stamped by Consuel, the connection mandate, the RGE QualiPV certificate, peak power and type of sale (full, surplus, collective self-consumption), applicable tariff. It is this file, not the purchase contract, that you have signed in Certyneo.
2. Add signatories
Producer (owner), any co-holders and the installer. EDF OA does not sign in Certyneo: its representative signs on its own portal. For collective self-consumption, add the PMO and the list of consumers. Each signatory receives a secure link by email with SMS OTP.
3. Choose the eIDAS level
Advanced signature (AES) recommended for a 20-year commitment: SMS OTP, a unique certificate per signatory, RFC 3161 timestamping, SHA-256 hash. It is admissible as evidence (Article 1367 of the Civil Code) and its evidence file demonstrates its reliability, the presumption being reserved for qualified signatures.
4. Sign, then follow EDF OA's invitation
Each signatory signs from their phone and Certyneo archives the evidence file. EDF OA then emails you an invitation to sign the purchase contract on its portal; with two co-holders, both must sign. Allow 30 days to retrieve the signed document before it moves to the producer area.

- What happens at the end of 20 years?
- At expiration, the OA contract ends. The producer can: (1) extend at market rate with EDF OA, (2) sign a new contract with an alternative supplier or aggregator, (3) switch to 100% self-consumption. The continuity of the Enedis connection is guaranteed; only the purchase contract changes.
