What is a French solar PV mandate?

A French solar PV mandate is the act by which a property owner (residential, agricultural, or tertiary) grants an RGE QualiPV installer, a renewable energy broker, or a specialized mandatary the power to carry out on their behalf the administrative procedures related to a photovoltaic installation: Enedis grid connection request, EDF OA electricity purchase contract (Obligation d'Achat — feed-in tariff for total sale or self-consumption surplus), Consuel certificate application, town hall declaration, self-consumption aid application. The legal framework is based on the Energy Code (art. L.314-1+ — purchase obligation), the 2026 H2 Tariff Order for new contracts, and Decree 2017-676 of April 28, 2017 on collective self-consumption. All these mandates can be signed electronically with an eIDAS advanced electronic signature (AES).

Frequently asked questions

Can a French PV mandate be signed electronically?
Yes, without restriction. The French Energy Code imposes no particular form for the mandate. The eIDAS advanced electronic signature (AES) benefits from the presumption of reliability of article 1367 of the French Civil Code. Enedis, EDF OA and Consuel have accepted AES-signed mandates since 2019.
What eIDAS level for a PV mandate?
SES (simple) technically valid but discouraged — facing an Enedis audit or EDF OA dispute, AES (advanced) with SMS OTP + qualified timestamping + SHA-256 hash guarantees enforceable traceability. QES (qualified) not required for private deeds.
How long does the EDF OA purchase contract last?
20 years since the 2026 H2 Tariff Order (roofs ≤ 100 kWc) and the October 6, 2021 Order (100-500 kWc installations). The contract starts at the commissioning date certified by Consuel. The purchase tariff is guaranteed and indexed on the CPI Public Works index.
Who can be a mandatary for a PV project?
Any RGE QualiPV installer, renewable energy broker, EnR engineering office, or specialized platform. For collective self-consumption, the PMO (Organizing Legal Entity) is mandatory (Decree 2017-676 of April 28, 2017) — typically an SCI, ASL, syndicate or association.
Can the owner revoke the PV mandate?
Yes — article 2004 of the French Civil Code guarantees the right to revoke at any time. The revocation is notified by registered letter (or equivalent electronic means) to the mandatary AND to Enedis/EDF OA. It blocks any new action on behalf of the principal but leaves intact actions already engaged.
What information must the PV mandate include?
Owner and mandatary identity, SIRET, installer's RGE QualiPV qualification, precise scope (connection, OA contract, Consuel, self-consumption, aids), projected peak power (kWc), mandate duration, remuneration terms, competent jurisdiction. For collective self-consumption: geographic perimeter (2 km radius, possible derogation up to 20 km in rural areas).
Total sale or self-consumption: impact on the mandate?
Total sale = all produced electricity sold to EDF OA, mandate must cover OA contract + withdrawal connection. Surplus sale = self-consumption + surplus resale, mandate covers partial OA contract. Collective self-consumption (Decree 2017-676) = mandate to the PMO which allocates energy among consumers.
What is the Enedis connection timeline for a PV installation?
Target Enedis deadlines: 2 months for installations ≤ 36 kVA single-phase, 6 months for 36-250 kVA, 12-18 months for > 250 kVA. Electronic signature of the connection mandate saves 7-15 days on the initial file submission (vs. postal mail).
