What is a MaPrimeAdapt' mandate?
MaPrimeAdapt' is the new single French government grant for adapting homes to loss of autonomy, created by Decree n° 2023-1411 of 26 December 2023 and operational since 1 January 2024. It replaces and merges three earlier schemes (CNAV / ANAH / autonomy tax credit) and funds up to 70% of adaptation works (walk-in shower, grab bars, stairlift, door widening, raised toilet, shutter automation). It targets households aged 70+, people with a disability (rate ≥ 50%) and people with loss of autonomy GIR 1 to 6. Using an authorised project-management assistant (AMO) is MANDATORY to qualify — which makes the tripartite mandate (AMO + beneficiary + contractor) systematic.
Why sign the MaPrimeAdapt' mandate electronically?
Mandatory AMO = tripartite signature
Since 1 January 2024, the AMO (project-management assistant) is mandatory for MaPrimeAdapt'. The mandate must therefore be co-signed by the AMO + beneficiary + RGE contractor. Electronic signature lets this tripartite flow finalise remotely, valuable for senior or autonomy-impaired beneficiaries who struggle to travel.
Accepted by ANAH since 2024
ANAH (which manages MaPrimeAdapt' alongside MaPrimeRénov') accepts electronic signature at advanced level (AES eIDAS) for all its schemes. The ANAH circular of 30 March 2021 was extended to MaPrimeAdapt' by internal note in January 2024.
Senior-friendly
SMS-OTP and remote mobile signing simplify the journey for elderly or autonomy-impaired beneficiaries. The family caregiver or AMO can accompany the signing in person, by phone or video. No mandatory branch visit.
eIDAS audit trail, court-admissible
Signer identities (AMO + beneficiary + contractor), qualified timestamp, SHA-256 hash, SMS-OTP. Admissible in disputes over the senior beneficiary's consent (protection of vulnerable adults, art. 414+ French Civil Code), AMO compliance or non-RGE subcontracting.
Sign a MaPrimeAdapt' mandate in 4 steps
From the AMO needs assessment to grant payment, in under 5 minutes for signing.
1. Prepare the mandate
Upload your template or start from one compliant with Decree n° 2023-1411: identity of beneficiary + authorised AMO + RGE contractor, GIR or disability-rate certificate, funded works (shower, bars, stairlift), forecast grant amount (50-70% by income).
2. Add signers
Beneficiary (or guardian/curator under a protection measure) + AMO + RGE contractor. If a family caregiver is designated, they can be added as a witness signer. Each receives a secure personalised link.
3. Choose the eIDAS level
Advanced signature (AES) accepted by ANAH: identity verification by SMS-OTP, unique per-signer certificate, qualified timestamp. Compliant with the ANAH note extended to MaPrimeAdapt' (January 2024).
4. Sign, file, follow up
Each signer signs from their phone (or with help from a relative). The mandate attaches to the MaPrimeAdapt' file filed on monprojet.anah.gouv.fr, archived 10 years with its proof PDF.
Frequently asked questions
- Can a MaPrimeAdapt' mandate be signed electronically?
- Yes — since MaPrimeAdapt' launched on 1 January 2024, electronic signature at advanced level (AES eIDAS) is accepted by ANAH. Article 1366 of the French Civil Code grants full probative force. Special attention is paid to the senior beneficiary's informed consent — SMS-OTP and tracked timestamping reinforce this protection.
- Is the AMO really mandatory?
- Yes — Decree n° 2023-1411 (art. 4) requires using an AMO (project-management assistant) authorised by ANAH for EVERY MaPrimeAdapt' application. The AMO does a diagnosis, proposes a tailored project, selects RGE contractors and monitors the works. The AMO is paid by ANAH (flat fee up to €1,500) and cannot bill the beneficiary on top.
- Who is eligible for MaPrimeAdapt'?
- Three groups: (1) people 70+ with no autonomy condition; (2) people 60-69 with loss of autonomy (GIR 1-6 or needs certificate); (3) people with disability rate ≥ 50%. ANAH income caps (mainly Blue/Yellow categories) — wealthy households are excluded.
- What if the beneficiary is under a protection measure (guardianship)?
- The mandate must be co-signed by the guardian or curator, with prior authorisation from the guardianship judge for acts above €3,000 (art. 505+ French Civil Code). The eIDAS audit trail precisely traces the legal representative's involvement, protecting against later family disputes.
- Which works does MaPrimeAdapt' fund?
- Bathroom adaptation (walk-in shower, grab bars, wall seat, raised toilet), home access (ramp, door widening, shutter automation), indoor or outdoor stairlift, inclined plane, adapted signage, safety home automation (fall detectors). The exact list is fixed by ANAH order (annual update).
- Can the family caregiver sign in place of the beneficiary?
- No — except under a protection measure (guardianship, curatorship, family authorisation). The caregiver can accompany the signing, explain the stakes, but the beneficiary must sign in person. Mobile electronic signature makes this in-person help easy: the caregiver can hand their phone to the beneficiary for SMS-OTP entry and signing.
- How does MaPrimeAdapt' + autonomy tax credit combine?
- MaPrimeAdapt' replaced the autonomy tax credit for households eligible for the grant from 1 January 2024. Combination is no longer possible. However, households not eligible for MaPrimeAdapt' (income caps exceeded) can still benefit from the autonomy tax credit under conditions (art. 200 quater A French Tax Code).
- Is the MaPrimeAdapt' mandate admissible in disputes?
- Yes — advanced signature benefits from the reliability presumption of article 1367 of the French Civil Code. The eIDAS audit trail (identity, timestamp, SMS-OTP, IP geolocation) is admissible in civil court and to ANAH. Particularly useful for family disputes about the elderly beneficiary's consent.
