What is a MaPrimeRénov' mandate?
MaPrimeRénov' is the French government grant for residential energy renovation, created by Decree n° 2020-26 of 14 January 2020 and managed by the National Housing Agency (ANAH). It funds insulation works, low-carbon heating (heat pumps, biomass, solar thermal), ventilation and energy audits. The beneficiary (owner-occupier or landlord, co-ownership union) can sign an administrative mandate (the delegate files the application on their behalf) and/or a financial mandate (the delegate directly collects the grant, reducing the balance billed by the RGE contractor). Since the order of 17 November 2020 and the 2024 reform, using Mon Accompagnateur Rénov' (MAR) is mandatory for deep renovations (≥ 2 DPE class gain).

Frequently asked questions
- Can a MaPrimeRénov' mandate be signed electronically?
- Yes, without restriction since the ANAH circular of 30 March 2021. The mandate must be signed at advanced level (AES eIDAS) at minimum to benefit from the reliability presumption of article 1367 of the French Civil Code. The eIDAS audit trail (SMS-OTP identity + timestamp + hash) is sufficient to provide proof to an ANAH auditor.
- Administrative or financial delegate: what's the difference?
- The administrative delegate files the file in your name but the grant is paid into your account. The financial delegate receives the grant in your place and deducts it from the quote: you only pay the remaining balance to the contractor. Many RGE contractors offer both mandates (administrative + financial) to simplify the journey.
- Who can act as a MaPrimeRénov' delegate?
- Since 2023, every MaPrimeRénov' delegate must be registered with ANAH (prior declaration, GDPR compliance, ethics charter). Common delegates: RGE contractors, works brokers, Mon Accompagnateur Rénov' (MAR), specialised platforms (Effy, Hellio, France Rénov'), and certain CEE operators also acting as delegates.
- Can the beneficiary revoke the mandate?
- Yes — article 2004 of the French Civil Code guarantees the right of revocation at any time. Revocation is notified by registered letter (or equivalent electronic means) to the delegate AND to ANAH. It does not affect payments already made but blocks future payments and lets the beneficiary regain control of the file.
- What clauses must the mandate include?
- Full identity of beneficiary and delegate, SIRET number, RGE certification of the contractor where applicable, precise scope (administrative and/or financial), targeted aids (MaPrimeRénov' + optional CEE / éco-PTZ), forecast amount, payment terms, refund-on-cancellation terms, duration, termination conditions, jurisdiction.
- Can the delegate subcontract works to a non-RGE contractor?
- No — the order of 14 January 2020 (art. 2) requires that ALL works funded by MaPrimeRénov' be performed by a contractor holding the matching RGE certification (Qualibat RGE Énergie, Qualit'EnR PAC, etc.). A delegate subcontracting to a non-RGE exposes the beneficiary to full grant reimbursement; the eIDAS audit trail proves who signed what.
- What are the typical grant payment timelines?
- ANAH target: 15 business days after receipt of the complete file (quote + mandate + paid invoice + before/after photos). In practice, expect 4 to 8 weeks depending on the regional centre's workload. The financial mandate allows advance payment to the contractor without waiting for the ANAH payment.
- Does the MaPrimeRénov' mandate also cover CEE and éco-PTZ?
- Yes if the mandate explicitly says so (scope clause). Energy-savings certificates (CEE) and éco-PTZ are often combinable with MaPrimeRénov'; a single tri-aid mandate is more efficient than three separate ones. Be sure to mention the relevant CEE obligated parties (TotalEnergies, EDF, Engie, etc.) and the éco-PTZ partner bank.
