What is an éco-PTZ mandate?

The éco-PTZ (éco-prêt à taux zéro) is a zero-interest loan to fund energy-renovation works, created by the 2009 finance act and codified at article 244 quater U of the French Tax Code. It can reach up to €50,000 for a full renovation and €30,000 for a works bundle, repayable over 15 to 20 years. The éco-PTZ mandate is granted either to the RGE contractor performing the works (as a "mandat-conseil" where they fill the CERFA form and certify eligibility), or to an agreed operator who centralises the journey for the beneficiary. The partner bank (BNP, Crédit Mutuel, Société Générale, Banque Postale, Crédit Agricole, etc.) then validates the file before releasing the funds. Since 2022, the "PTZ + MaPrimeRénov" path enables a unified simplified filing.

Frequently asked questions

Can an éco-PTZ mandate be signed electronically?
Yes — all éco-PTZ partner banks (BNP, Crédit Agricole, Société Générale, Banque Postale, Crédit Mutuel) accept electronic signature at advanced level (AES eIDAS) since 2021. Article 1366 of the French Civil Code + article L221-4 French Monetary and Financial Code guarantee the validity of bank contracts signed electronically, including the éco-PTZ CERFA form.
Which works are éco-PTZ eligible?
Works bundles or full renovation targeting measured energy gain: thermal insulation (walls, roof, floors), window replacement, low-carbon heating installation/replacement, solar DHW, energy audit (since 2022). All works must be performed by contractors holding the matching RGE certification.
What is the maximum éco-PTZ amount?
Up to €50,000 for a full renovation achieving at least 35% energy gain and reaching DPE class E or above (since 2022). €30,000 for a bundle of at least 3 works categories. €15,000 for 2 categories. €7,000 for a single category (roof, walls or windows). Repayable over 15 to 20 years interest-free.
Can éco-PTZ + MaPrimeRénov' + CEE be combined?
Yes — éco-PTZ + MaPrimeRénov' + CEE combination is explicitly provided for by regulation and constitutes the standard financing for a deep renovation. "PTZ + MaPrimeRénov" (since 2022) enables unified simplified filing. A tri-aid mandate is more efficient than three separate ones.
Who can act as éco-PTZ mandate holder?
Three categories: (1) the RGE contractor performing the works ("mandat-conseil"); (2) an operator agreed by the partner bank (energy broker, MAR for deep renovations); (3) a relative of the beneficiary by special power of attorney (rare in practice). Éco-PTZ has no "financial mandate holder" regime like MaPrimeRénov' — the loan is paid to the beneficiary.
What is the RGE contractor's liability when signing the "company" form?
The contractor takes on tax and civil liability by certifying that the works meet the technical characteristics required by article 244 quater U French Tax Code. False declaration exposes them to loan requalification (loss of interest-free status for the beneficiary) and tax sanctions. The eIDAS audit trail precisely traces when and how the contractor signed.
Is éco-PTZ available for a co-ownership?
Yes — the co-ownership éco-PTZ (2018 finance act) allows the union of co-owners to take out a collective éco-PTZ to fund works on common areas (façade insulation, roof, collective heating), up to €30,000 per lot. Is the éco-PTZ mandate admissible to the bank and tax authority?
