What is a collective self-consumption contract?
Collective self-consumption, introduced by Decree no. 2017-676 of 28 April 2017 and codified in Articles L.315-2 et seq. of the Energy Code, allows several consumers and producers of electricity (typically from PV) to share locally produced energy, within a limited geographical perimeter (2 km by default, derogation up to 20 km in rural areas via Order of 14 October 2020).

Signing a collective self-consumption contract in four steps
From the creation of the PMO to the commissioning of Enedis, the convention secures the operation in less than 5 minutes.
1. Preparing for the convention
Download the model agreement in accordance with Decree 2017-676 : identity of the PMO (SIRET, legal status), list of participants (producers + consumers), geographical area (2 km or 20 km map in rural areas), distribution keys (proportional or static).
2. Add the signatories
PMO (main signatory) + all participants (PV producers + consumers). Our feed handles up to 100 signatories in a single shipment. Each participant receives a secure link personalized with OTP SMS.
3. Choose the eIDAS level
AES (advanced) recommended for multi-party operations: individual SMS OTP, time stamp qualified by signatory, SHA-256 hash.
4. Sign and declare to Enedis
Each participant signs from his/her phone. The final agreement is attached to the Enedis declaration. The autoconsolation device is put into operation within 30 days. Participants are updated on entry/exit.

- Can the collective self-consumption agreement be signed electronically?
- Yes, without restriction. Decree No. 2017-676 does not impose any particular form. The advanced eIDAS (AES) signature with individual SMS OTP per signatory is particularly suitable for multi-party operations each participant signs from their phone.
- What is the geographical scope for collective self-consumption?
- Standard perimeter : 2 km around the production point (Decree 2017-676).Derogability up to 20 km in rural or sparsely populated areas, upon reasoned request to Enedis (Decree of 14 October 2020).Derogability up to 50 km in hyper-rural areas is possible (Decree of 21 November 2023, experimental).
- What is a PMO?
- PMO = Organizing Moral Person. Mandatory legal structure that coordinates the operation of collective self-consumption. Possible forms: SCI, ASL, co-ownership syndicate, association law 1901, dedicated company (SAS, SARL). The PMO signs the agreement with Enedis and manages the financial flows between participants.
- How does the energy distribution work?
- Two types of distribution keys (Decree 2017-676) : (1) static distribution = fixed percentages per participant, (2) dynamic distribution = calculated according to the actual consumption of each participant in near real time.
- Who can be a producer or a consumer in a self-consolidating operation?
- Producer: any owner of a PV installation connected to the public grid, within the geographical area. Consumer: any holder of an electricity supply contract, within the area. No restriction on status (individuals, companies, communities) only the geographical area counts.
- Is the surplus not self-consumed saleable to EDF OA?
- Yes the surplus not self-consumed can be sold to EDF OA at the surplus purchase price (Tariff Order S2 2026). The agreement must specify the destination of the surplus. The PMO can also choose an alternative buyer (aggregator, supplier). The surplus is never lost.
- What are the tax advantages of collective self-consumption?
- Exemption from TICFE (CSPE) for self-consumed energy up to 1 GWh/year per extraction site (Article 266 quinquies C CDI). No VAT on self-consumed energy (no sales). Reduced TURPE for collective self-consumption operations ("TURPE injection").
- What happens if a participant leaves the operation?
- The PMO must notify Enedis within 30 days and update the agreement via an endorsement signed by the remaining participants. eIDAS trail audit tracks all inputs/exits, which is essential in case of Enedis control or dispute over historical distribution.
