What is a photovoltaic Consular Certificate?

Consuel is a visa issued by the National Committee for the Safety of Electricity Users (Consuel), an organization designated by Decree No 72-1120 of 14 December 1972, which certifies the conformity of an electrical installation to the standards in force. For photovoltaics, three visas exist: Blue Visa (standard residential), Green Visa (total sales OA), AC Visa (self-consumption with or without surplus).

The Consulate has been accepting eIDAS certificates signed with an advanced signature (AES) through its online portal since 2020. Article 1366 of the Civil Code guarantees the same probative value as a handwritten signature.

  1. 1. Prepare the consular certificate

    Upload the appropriate Consuel form (Blue/Green/AC Visa depending on the type of installation), pre-filled by the RGE QualiPV installer: installation identity, kWc power, unifi­lar scheme, compliance NF C 15-712-1.

  2. 2. Add the signatories

    Installer RGE QualiPV (technical manager) + owner (order manager). For installations in a collective building, add the trustee. Each person receives a secure link by email.

  3. 3. Choose the eIDAS level

    AES (advanced) recommended: SMS OTP, qualified time stamping, SHA-256 hash. Accepted by the Consulate through its online portal. SES (simple) technically accepted for Blue Residential Visas < 36 kVA.

  4. 4. Sign and file on the Consular Portal

    The final certificate is attached to the file on the Consular Online Portal. The visa is issued in an average of 5-10 days (versus 15-20 days by post).

What is the standard for photovoltaic installations?
The standard NF C 15-712-1 (Low voltage electrical installations Special rules for photovoltaic installations) covers installations up to 250 kVA at low voltage. For HTA installations > 250 kVA, NF C 13-200 applies. These standards are open to challenge and their compliance is verified by the Consul.
How much does a Consular Certificate cost?
Consuel 2026 tariffs (on-the-spot check): about €175 HT for a Blue Visa ≤ 36 kVA, €285 HT for a Green Visa or AC ≤ 36 kVA, €380-650 HT for power levels of 36-250 kVA.
Is the Consular certificate compulsory?
Yes compulsory for the commissioning of Enedis and the start of the EDF OA contract. Without a Consuel visa, Enedis refuses to commission the connection and EDF OA cannot activate the purchase contract.
What if the Consul refuses the visa ?
The Consul details the non-conformities in his report. The QualiPV RGE installer must correct (upgrading of the electrical panel, adding protections, etc.) and then request a new visit.
Is the Consular visa valid for life?
The initial visa is valid for the entire duration of the installation, unless substantial changes are made (addition of modules, change of inverter, change of connection).
