What is a PV installation certificate of conformity?

The certificate of conformity of a photovoltaic installation is the document supplementing the Consuel visa, signed by the installer RGE QualiPV to certify the conformity of the installation with the applicable technical standards: Standard NF C 15-712-1 (low voltage PV installations ≤ 250 kVA), DTU 65.13 (PV insulation in the building), DTU 43.1 (roof insulation), UTE Guide C 15-712-3 (addition). This certificate is required by insurers to activate the ten-year guarantee (Art. 1792 Civil Code) and by MaPrimeRov' / EEC / Eco-PTZ to validate eligibility for aid. It is signed by the installer RGE QualiPV and designed by the customer to re-design the installation.

Why sign the certificate of conformity of a PV installation electronically?

Frequently Asked Questions

Can the PV certificate of conformity be signed electronically?
Yes, without restriction. eIDAS (AES) has the presumption of reliability of Article 1367 of the Civil Code. The electronic signature with time stamp is a legal proof of the date of receipt starting point of the ten-year guarantee.
What is the difference between a Consular Certificate and a Certificate of Conformity?
The Consuel visa certifies compliance with the general electrical regulations (Decree 72-1120).The certificate of conformity is a supplementary document certifying compliance with the specific PV (NF C 15-712-1) and building standards (DTU 65.13, 43.1).Both are required: Consuel for Enedis/EDF OA, certificate for ten-year insurers.
What are the standards for PV installations?
The following standards are applicable to all types of electrical installations: NF C 15-712-1 (low voltage ≤ 250 kVA, PV installations in general), NF C 13-200 (HTA > 250 kVA), DTU 65.13 (PV sealing in building), DTU 43.1 (roof sealing), UTE Guide C 15-712-3 (connection).
What is the duration of the 10-year PV guarantee?
The certificate of conformity is the central part of the decennial file. It covers defects and defects that compromise the solidity of the work or make it unsuitable for its purpose (sealing, structure, connection, performance).
What 10-year insurance policy is mandatory for a PV installer?
The ten-year guarantee (Spinetta Law 1978) is mandatory for all installers of PV installations integrated into the building. For overtaxation (PV installed in over-thickness on an existing roof), the ten-year guarantee covers only damage to the PV installation, not the supporting building.
Is the certificate of conformity compulsory?
De facto compulsory: (1) required by the ten-year insurers to activate the guarantee in case of loss, (2) required by MaPrimeRénov, CEE and eco-PTZ for the payment of aid, (3) required by the buyers in case of real estate resale (compulsory diagnosis "EnR installation" since 2025).
What if the installation is not in conformity?
The qualiPV RGE installer must correct before signing the certificate. If nonconformity is discovered after receipt: perfect completion warranty (1 year) for apparent defects, two year warranty (2 years) for equipment elements (inverter, modules), ten year warranty (10 years) for defects compromising strength or tightness.
Can the certificate be challenged?
Yes in case of subsequent failure, the forensic expert can examine the certificate to assess compliance with the standards mentioned. A false certificate (false conformity, false date) exposes the installer to criminal prosecution for forgery and use of forgery (Art. 441-1 of the Criminal Code).
