Electronic invoicing in Europe rests on two pillars: a common technical standard, the European standard EN 16931, and a political harmonization framework, the ViDA directive (VAT in the Digital Age), adopted by the EU Council in March 2025. However, each country maintains its own timeline and platform, which explains the current fragmented landscape.

  • ViDA Directive: adopted in March 2025, it makes structured electronic invoicing and digital reporting (Digital Reporting Requirements) mandatory from 1 July 2030 for intra-EU B2B transactions.
  • EN 16931 Standard: common semantics for electronic invoices, foundation of national formats (Factur-X, XRechnung, ZUGFeRD, FatturaPA, Peppol BIS, etc.).
  • Peppol Network: decentralized exchange infrastructure ("4 corners" model) adopted by several Member States (notably Belgium) to transport structured invoices.
  • National Mandates: since ViDA, Member States no longer need to request a derogation from Brussels to impose domestic B2B e-invoicing, which accelerates timelines.

Formats and platforms

EN 16931: the European semantic standard that ensures an invoice issued in one country remains readable and usable in another.
Peppol BIS 3.0: structured invoice profile transported over the Peppol network, widely adopted in Northern Europe and Belgium.
Factur-X / ZUGFeRD: hybrid format (readable PDF + embedded XML) common to France and Germany.
XRechnung: pure German XML format, compliant with EN 16931, used notably for public procurement.
FatturaPA: Italian XML format transiting through the public platform SdI (Sistema di Interscambio).
National platforms: SdI (Italy), KSeF (Poland), Verifactu and the future public platform (Spain) — each country imposes its access point.

    Identify the EU countries where you issue or receive invoices, and identify for each one the applicable mandate, its entry into force date, and the required format.

    Depending on the countries, connect to the Peppol network or to national public platforms (SdI, KSeF…) via an operator or a dematerialization platform.
