Yes. The eIDAS European regulation (No. 910/2014) recognizes electronic signature as legally enforceable in all European Union member states, in the same way as a handwritten signature. Qualified signature (QES) requires face-to-face or video identity verification and offers the highest evidentiary value provided for by eIDAS.
