What is an EDF OA purchase agreement?
The photovoltaic electricity purchase agreement, commonly called the EDF OA contract (Purchase Obligation), is the commitment by which EDF Obligation d'Achat (EDF subsidiary, mandatory buyer designated by the State) undertakes to purchase for 20 years all or part of the electricity produced by a photovoltaic installation, at a guaranteed and indexed rate. Three main models: total sales (all production is sold), surplus sales (self-consumption + surplus resale), collective self-consumption (Decree No. 2017-676 of April 28, 2017, distribution among consumers within a 2 km radius — exemption up to 20 km in rural areas). The purchase rate is fixed by the Rate Order in effect on the date of complete connection application (H2 2026 for new contracts in the second half of 2026).

- What is the photovoltaic purchase price in 2026?

- What is the duration of the EDF OA contract?
- 20 years since the 2017 Tariff Order for rooftop photovoltaic. The contract begins on the service date certified by Consuel. At expiration, possibility of extension at market rate or switching to another buyer (aggregator, alternative supplier).
- What documents does EDF OA request with the contract?
- Consuel Certificate (AC visa or Green Visa), RGE QualiPV certificate from the installer, proof of ownership or lease with authorization, single-line diagram, site plan, quote and paid invoice, Enedis connection contract (CRAE). - Is the photovoltaic purchase tariff indexed?
- Yes, the purchase tariff is indexed to the INSEE index of industrial product prices (IPP) for the "production and distribution of electricity" sector. Indexation is annual, on the contract anniversary date. Provides protection against inflation over 20 years.
- Can the OA contract be terminated before 20 years?
- Yes but with constraints. Producer side: termination possible with 1 year notice + penalty (prorated according to length of service). EDF OA side: termination only in case of material breach (fraud, persistent technical non-compliance). In practice, the contract runs to term in 95% of cases.
- What happens at the end of 20 years?
- At expiration, the OA contract ends. The producer can: (1) extend at market rate with EDF OA, (2) sign a new contract with an alternative supplier or aggregator, (3) switch to 100% self-consumption. The continuity of the Enedis connection is guaranteed; only the purchase contract changes.
