What is a collective self-consumption contract?

Collective self-consumption, introduced by Decree No. 2017-676 of April 28, 2017 and codified in articles L.315-2 and following of the Energy Code, allows multiple electricity consumers and producers (typically from PV) to share locally produced energy within a limited geographic perimeter (2 km by default, exemption up to 20 km in rural areas via Order of October 14, 2020). The operation is mandatorily organized by a PMO (Organizing Legal Entity) — SCI, ASL, co-ownership syndicate, association or dedicated company — which signs an agreement with Enedis and coordinates energy distribution among participants (static or dynamic allocation keys). Each participant (producer or consumer) signs a participation agreement with the PMO.

Can the collective self-consumption agreement be signed electronically?
Yes, without restriction. Decree No. 2017-676 imposes no particular form. Advanced eIDAS signature (AES) with individual OTP SMS per signatory is particularly suited for multi-party operations — each participant signs from their phone.
What is the geographic scope for collective self-consumption?
Standard scope: 2 km around the production point (Decree 2017-676). Exemption up to 20 km in rural or sparsely populated areas, upon justified request to Enedis (Order of October 14, 2020). In hyper-rural areas, exemption up to 50 km possible (Order of November 21, 2023, experimental).
What is a PMO?
PMO = Organizing Legal Entity. Mandatory legal structure that coordinates the collective self-consumption operation. Possible forms: SCI, ASL, co-ownership syndicate, non-profit association (1901 law), dedicated company (SAS, SARL). The PMO signs the agreement with Enedis and manages financial flows between participants.
How does energy distribution work?
Two types of distribution keys (Decree 2017-676): (1) static distribution = fixed percentages per participant, (2) dynamic distribution = calculated based on each participant's actual consumption in near real-time. Enedis applies the key declared by the PMO every 30 minutes (Linky meter).
Who can be a producer or consumer in a self-consumption operation?
Producer: any holder of a PV installation connected to the public grid, within the geographic scope. Consumer: any holder of an electricity supply contract, within the scope. No restrictions on status (individuals, businesses, local authorities) — only geographic scope matters.
Can unselfconsumed surplus be sold to EDF OA?
Yes — unselfconsumed surplus can be sold to EDF OA at the surplus purchase tariff (Tariff Order S2 2026). The agreement must specify the destination of the surplus. The PMO may also choose an alternative buyer (aggregator, supplier). The surplus is never lost.
What are the tax benefits of collective self-consumption?
Exemption from TICFE (CSPE) for selfconsumed energy up to 1 GWh/year per offtake site (Article 266 quinquies C CDI). No VAT on selfconsumed energy (not a sale). Reduced TURPE for collective self-consumption operations ("TURPE injection").
What happens if a participant leaves the operation?
The PMO must notify Enedis within 30 days and update the agreement via an amendment signed by remaining participants. The eIDAS audit trail traces all entries/exits, essential in case of Enedis audit or dispute over historical distribution.
