What is a solar self-consumption subsidy mandate?

The photovoltaic self-consumption subsidy is the investment aid paid by EDF OA to PV installations selling surplus power (self-consumption + surplus resale). Its amount is set by the quarterly tariff order (S2 2026 for contracts signed in the 2nd semester 2026), in €/kWc, and is paid over 5 years in five equal installments with the OA surplus contract. To benefit from the subsidy, the owner signs a mandate to their RGE QualiPV installer or to a specialized mandate holder to submit the application to EDF OA (integrated into the OA surplus contract application). The mandate covers the commissioning declaration, file transmission, and tracking of subsidy payments over 5 years.

Why sign the solar self-consumption subsidy mandate electronically?

Accepted by EDF OA Solaire since 2019

EDF OA has accepted subsidy request mandates signed in advanced eIDAS signature (AES) via the EDF OA Solaire portal since 2019. Article 1366 of the Civil Code guarantees evidentiary value. Electronic signature reduces file preparation time by 5-10 days.

Bipartite owner + RGE installer

The most common flow: owner (subsidy beneficiary) + RGE QualiPV installer (mandate holder). For co-ownership, add the property manager. Our bipartite or tripartite flow handles all configurations with individual SMS OTP.

10-year archival + 5-year payment tracking

The subsidy is paid in 5 annual installments with the OA contract. EDF OA may request the mandate at any time during these 5 years. Certyneo archives the mandate + eIDAS audit trail for 10 years, accessible in case of payment disputes.

Enforceable eIDAS audit trail

Each mandate is delivered with a proof PDF: owner identity + RGE installer, qualified timestamp, SHA-256 hash, IP geolocation, SMS OTP verification. Enforceable against EDF OA or in case of Qualit'EnR audit.

Sign a solar self-consumption subsidy mandate in 4 steps

From installer quote to first subsidy payment, the mandate secures your application in less than 5 minutes.

  1. 1. Prepare the mandate

Upload your template: owner identity + RGE QualiPV installer (qualification number), scope (self-consumption subsidy application, tracking of 5 annual payments), expected peak power, expected subsidy amount according to the current tariff order.

  2. 2. Add signatories

Owner (beneficiary) + RGE QualiPV installer (mandate holder). For joint ownership or co-ownership, add co-owners or the property manager. Each receives a secure email link with SMS OTP.

  3. 3. Choose the eIDAS level

AES (advanced) recommended for 5-year commitment: SMS OTP, qualified timestamp, SHA-256 hash. Presumption of reliability under Article 1367 of the Civil Code — essential in case of EDF OA audit.

  4. 4. Sign and attach to the OA surplus file

Each signatory signs from their phone. The finalized mandate is attached to the EDF OA Solar file (OA surplus contract request + subsidy). First subsidy payment on the Consuel commissioning date, then 4 annual payments on the anniversary date.

Frequently asked questions

Can the self-consumption assistance mandate be signed electronically?
Yes, without restriction since 2019 via the EDF OA Solar portal. Advanced eIDAS signature (AES) benefits from the presumption of reliability under Article 1367 of the Civil Code — essential for a 5-year commitment (subsidy payment period).
What is the self-consumption subsidy amount in 2026?
Amount set by the S2 2026 Tariff Decree (revised quarterly by the CRE): approximately €80-160/kWc depending on capacity for residential installations ≤ 9 kWc. Paid in 5 annual installments with the OA surplus contract. Rate guaranteed on the date of complete connection request.
Total sale or surplus sale: which subsidy?
Self-consumption subsidy = only for SURPLUS sale (self-consumption + resale of surplus). No subsidy for total sale (all production sold). Total sale, however, has a higher purchase rate than surplus sale.
What conditions must be met to receive the subsidy?
(1) Installation by a RGE QualiPV installer, (2) Capacity ≤ 100 kWc, (3) Building-integrated or roof-mounted installation, (4) Surplus sale to EDF OA (no total sale), (5) Consuel compliance (AC approval), (6) Commissioning within 18 months following complete connection request.
What happens if the subsidy is paid to a proxy?
The mandate can provide for direct payment to the proxy (typically the RGE installer to reduce the customer's initial investment cost). The return payment to the owner must then be provided for in the installer-customer contract. Traced via eIDAS audit trail.
Is the self-consumption subsidy taxable?
For individuals: exempt from income tax for installations ≤ 3 kWc in primary residence (Article 35 ter CGI). For capacities > 3 kWc, the subsidy is taxable as investment income. For professionals: taxable as operating income.
Can the self-consumption subsidy be combined with other financial assistance?
Combination possible with: (1) CEE (Energy Savings Certificates) for certain measures related to comprehensive renovation, (2) Eco-PTZ for financing, (3) Reduced VAT at 10% (Article 279-0 bis CGI). No combination with MaPrimeRénov' for residential PV (MaPrimeRénov' does not finance PV since 2024).
What happens if the installation is resold?
The subsidy continues to be paid to the owner of the installation at the time of payment (Energy Code L.315-3). In case of property sale, transfer possible via tripartite amendment (seller + buyer + EDF OA), signed electronically. The timestamped electronic signature traces the transfer.
