What is a photovoltaic Consuel certificate?
The Consuel certificate is the visa issued by the National Committee for the Safety of Electricity Users (Consuel), an organization designated by Decree No. 72-1120 of December 14, 1972, which certifies that an electrical installation complies with applicable standards. For photovoltaic, three visas exist: Blue Visa (standard residential), Green Visa (full sale OA), AC Visa (self-consumption with or without surplus). The NF C 15-712-1 Standard governs PV installations up to 250 kVA. The certificate is mandatory for Enedis service activation and EDF OA contract start. The qualified RGE QualiPV installer professional completes the certificate, which is then reviewed by Consuel (site visit or file review). Once approved, the certificate is valid for the entire duration of the installation, unless substantially modified.

1. Prepare the Consuel certificate
Upload the appropriate Consuel form (Blue / Green / AC Visa depending on installation type), pre-filled by the qualified RGE QualiPV installer: installation identity, kWc power, single-line diagram, NF C 15-712-1 compliance.
2. Add signatories
RGE QualiPV installer (technical manager) + property owner (order manager). For multi-unit building installations, add the building manager. Each receives a secure link by email.

- What standard governs photovoltaic installations?
- Standard NF C 15-712-1 ("Low-voltage electrical installations — Particular rules for photovoltaic installations") governs installations up to 250 kVA in low voltage. For HTA installations > 250 kVA, Standard NF C 13-200 applies. These standards are binding and their compliance is verified by Consuel.
- What is the cost of a Consuel certificate?

- Is the Consuel certificate mandatory?
- Yes — mandatory for Enedis activation and EDF OA contract start. Without Consuel visa, Enedis refuses to activate the connection and EDF OA cannot activate the purchase agreement. It's the key step between end of construction and actual production.
- What if Consuel refuses the visa?
- Consuel details non-conformities in its report. The RGE QualiPV installer must correct (electrical panel upgrade, addition of protections, etc.) then request a new inspection. Timeline to correct: no legal limit, but in practice 30-60 days to avoid blocking the OA contract.
- Is the Consuel certification valid for life?
- The initial certification is valid for the entire duration of the installation, except for substantial modifications (addition of modules, inverter replacement, connection modification). In case of modification, a new Consuel certification is required. It is recommended to keep it for 10 years to address any inspection or claim.
